CNN —One rescued crew member has died and seven others are still missing after two Japanese military helicopters appeared to have crashed during a drill late Saturday, Japan’s Defense Minister Minoru Kihara said. “It is very unfortunate that this situation has come to this point,” Kihara told reporters on Sunday. Kihara said that “there is a high possibility of a collision,” and the flight recorders of the two helicopters were found and recovered from the area. “What is believed to be part of the aircraft has been confirmed at sea, and the two aircraft are thought to have crashed,” Kihara said. Tokyo CNN —Pioneering US-born former sumo wrestling champion Akebono has died, his family announced in a statement Thursday. Widely considered to have blazed a trail for other foreign sumo wrestlers, the 54-year-old died of heart failure at a hospital in Japan. Born Chad George Ha’aheo Rowan in Hawaii, Akebono became the first non-Japanese yokozuna – a sumo grand champion, the highest rank in the sport. According to the Japan Sumo Association, Akebono was rushed to hospital after a wrestling match in 2017 and had been unwell ever since. I was talking with him about meeting under a tree in Hawaii with all our fellow sumo wrestlers when we grew older.

Biden’s week also includes an official visit for Japanese Prime Minister Kishida Fumio, reinforcing his commitment to cultivating partnerships in the Indo-Pacific in the face of China’s rising economic and military power. The historic leaders summit on Thursday between Biden, Kishida and Filipino President Ferdinand Marcos is expected to produce announcements relating to infrastructure, energy security, digital connectivity and maritime security. Meanwhile, Japan has recently loosened restrictions on the export of military technology – paving the way for deeper collaboration with like-minded allies. The first virtual meeting with the four leaders took place in March 2021 with subsequent in-person summits in the years that followed. Biden and his team also have sought to draw in smaller regional neighbors concerned about China’s military and economic aggression.

YOKOSUKA, Japan (Reuters) - The United States and Japan will look at the viability of using Japanese shipyards to overhaul U.S. navy warships that patrol East Asian waters, the U.S. Ambassador to Japan Rahm Emanuel said on Friday at the Yokosuka naval base near Tokyo. Doing refits in Japan could help the U.S. keep more of its ships battle-ready in East Asia where China is expanding its naval power. The U.S. navy currently sends its ships back across the Pacific to shipyards at home that are wrestling with a backlog of maintenance contracts. Japan hosts the biggest overseas concentration of U.S. military power, including the only forward-deployed carrier strike group, which operates from Yokosuka.

Japan, a key U.S. ally, had sought the suspension of all non-emergency V-22 Osprey flights over its territory after one fell into the sea on Wednesday in western Japan. Japan's Coast Guard has said one person was found and confirmed dead, and the search for the remaining seven aboard continues. The Pentagon said on Thursday that it was still flying Ospreys for now, and that it was not aware of any official request for their grounding. "We are concerned that despite our repeated requests, and in the absence of sufficient explanation (from the U.S. military), the Osprey continues to fly," he told a news conference. The Japan Self-Defense Forces (SDF), which also operates Ospreys, has said it would suspend flights of the transport aircraft.

Search operations widened Friday with additional U.S. military personnel joining the effort, while Japanese coast guard and military ships focused on an undersea search using sonar. Japanese officials say they asked the U.S. military to halt Osprey flights in Japan except for those involved in the search operations. A total of 44 Ospreys have been deployed at U.S. and Japanese military bases in Japan. Denny Tamaki called on Japan’s defense and foreign ministries to request the U.S. military to suspend all Osprey flights in Japan, including in search operations. “I have serious doubts about Osprey safety even for their search and rescue operations.”

China detained the executive, named in several media reports as Hiroshi Nishiyama, on suspicion of espionage in March, and he was formally arrested last month. Japan's then foreign minister protested the executive's detention with his Chinese counterpart on a visit to Beijing in April. China's foreign ministry did not immediately respond to a request for comment. Half the respondents in a recent survey of Japanese companies doing business in China said they would cut investments this year. It's a very difficult point in time to be navigating that as a decision maker, in business or politics," he said.

Ambassador to Japan Rahm Emanuel speaks during an interview with Reuters at the ambassador's residence in Tokyo, Japan, October 30, 2023. China, which had been the biggest buyer of Japanese seafood, says its ban is due to food safety fears. "It's going to be a long-term contract between the U.S. armed forces and the fisheries and co-ops here in Japan," Emanuel said. The U.S. military had not previously bought local seafood in Japan, he said. Asked if he considered himself hawkish on China, Emanuel rejected the term and said he was a "realist".

For years, the US Navy has struggled to complete repairs of its ships on time. To reduce workload at domestic shipyards and keep ships at sea, the US is looking for help overseas. That number has improved, but delays persist amid other challenges at Navy shipyards. Salvor was the first ship repaired in India following the signing of a Master Ship Repair Agreement with L&T Shipyard. "It's all hands on deck within the free world right now, and I think something like that would simultaneously enhance our ability to repair ships more quickly and also be a deterrent in the Pacific."

WASHINGTON (AP) — The United States is welcomed in the Indo-Pacific region and needs to update its approach to have stronger presence there to counter China's influence, said the top American diplomat to Tokyo. “The region wants all of America, not just part of America, economically, militarily, diplomatically, politically,” Emanuel said. “Because they know, an untethered China is a real risk to them, and they need America, all of America, its presence." In August, President Joe Biden formed a trilateral partnership with Japan and South Korea in Camp David over shared security challenges posed by North Korea and China. She is a weekly opinion contributor to CNN, a contributing columnist to The Washington Post and a columnist for World Politics Review. The latest to vanish from view is China’s Defense Minister Li Shangfu. But anti-corruption campaigns are an ideal vehicle for political crackdowns, and in the opaque world of China’s regime, with no official explanation, there’s much that doesn’t meet the eye. (Rahm Emanuel, dripping with sarcasm, joked that the unemployment rate among Xi’s ministers might exceed that of China’s young people.) But China, of course, still promotes its system as a superior alternative to western-style democracy; tries to pretend that it’s not a dictatorship.

Defense Minister Li Shangfu has not been seen in public for three weeks, sparking speculation he is under investigation. General Li Shangfu, China's defense minister, hasn't been seen in public for more than two weeks. Sources in direct contact with the Chinese military said the defense minister was suspected of corruption in procuring military equipment. A further eight officials from the government's military procurement unit, which General Li led from 2017 to 2022, are under investigation, two sources told Reuters. AdvertisementAdvertisementIt comes two months after Xi Jinping, China's president, also replaced two of his most senior military commanders who were in charge of the country's nuclear arsenal. A US official told The Journal that General Li's dismissal indicated problems with Xi's years-long campaign to reform the People's Liberation Army, China's military.

Hong Kong CNN —China’s Foreign Ministry on Friday skirted questions on the whereabouts of the country’s defense minister, amid mounting speculation the recently promoted general has been placed under investigation. Qin, who was only foreign minister for seven months, has retained the position of state councillor – a senior role in China’s cabinet which Li also holds. On Chinese government and military websites, Li is still listed as the defense minister, state councillor and a member of the party’s powerful Central Military Commission (CMC). “The foreign minister and the defense minister are both externally facing interlocutors with the international community. Two weeks away from the public view is not unprecedented for China’s defense minister, who typically has less frequent public engagements than the foreign minister.

Ambassador to Japan Rahm Emanuel, accompanied by U.S. Secretary of State Antony Blinken (not pictured), speaks at the U.S. The ambassador, Rahm Emanuel, has always spoken in "a colorful manner," said Matthew Miller, restraining a smile, although he declined to say whether Emanuel's comments had been cleared by the State Department. "I would guess that the Chinese government views Ambassador Emanuel's remarks as authoritative and deliberate signaling. I doubt that's the case," said Bonnie Glaser, a China expert at the German Marshall Fund of the United States. The investigation into Li relates to procurement of military equipment, according to a regional security official and three people in direct contact with the Chinese military. Eight senior officials from the Chinese military's procurement unit, which Li led from 2017 to 2022, are also under investigation, according to two of the people in direct contact with the military. Reuters' detailed examination of the allegations against Li and the timing of the probe is based on interviews with sources who interact regularly with senior Chinese political and defence leaders, and regional officials with close knowledge of Chinese politics. The Financial Times reported on Friday, citing U.S. officials, that the U.S. government believes Li has been placed under investigation. Chinese officials initially said Qin's absence was also due to health reasons.

China's State Council Information Office, as well as its defence and foreign ministries did not immediately respond to a request for comment about the Vietnam event. Asked about Emanuel's post this week, a Chinese Foreign Ministry spokeswoman told reporters she was "not aware of the situation."
